There has been much discontent regarding the "policies" that have been set in place for Slugfest this year. In the past years, since we have held Slugfest on private property (more or less), we have not had to institute any official policies. However, being that this years event is being held in a State Park for the entire weekend, we had no choice in the matter.
The process of securing the camp was not an easy process. We first had to submit an application and wait many months before we heard that it was approved. We had the completed registration packet submitted on the earliest date possible, which allowed us a better chance to book the camp on the busiest weekend. Apparently we beat out a very large group that had occupied the same camp for many years. So as you can imagine reserving the camp was no small feat.
The second part, and possibly the hardest was getting the "alcohol waiver". In the State Park you cannot have any alcohol in a group camp without this waiver. In order to get said waiver, we had to submit in writing a request and reason to serve alcohol, along with a policy letter stating how we would prevent any alcohol related problems. When Hellraiser was speaking to the park office, they gave him several accounts of alcohol related problems that they've seen in the park, and said if we were to be approved, we would have to have a policy that would prohibit these. Several of us then worked on drafting a "policy" that covered many of the alcohol related problems that the park was concerned about, and ultimately they approved our request. From my understanding, these waivers are not granted too often, so it's a great reflection upon the eloquant letter that Hellraiser wrote. In addition, the park liked our policy letter so much, that if it works, it will be the model for all groups to follow in the future.
So these "policies" are not something that materialized on a whim. These were required so that we may consume alcohol on the premises, and not run the risk of an open container violation in the park (if we did not have the waiver). These are all part of the policy letter that we had to submit to the park office, and it was these policies that allowed us to be granted the waiver. We will have copies of the letter at camp for everyone to read if interested.
I just ask that everyone looks at the policies with an open mind. Sure none of us likes rules very much, but unfortunately, due to the location they are required. Our biggest concern is that someone will drink and drive. We are all adults, and we have always watched out for each other, and we are by no means trying treat anyone like a child. But if we even have one alcohol related problem in the park, not only will we essentially bar ourselves from using the park for a future event, but the rangers have the option to revoke our reservation on the spot and the rest of Slugfest could be ruined.
The biggest concern amongst everyone so far is giving up their car keys. I assure you, these will be safely secured in a lock box, and a SOBER, mature, and responsible person will have the key to this box (we need volunteers for this). Since we are all adults, and have always taken care of each other, taking car keys is not a necessity. However, since it was part of our policy letter, and since the park may be looking closely at us because of our policy, we could be subject to a visit by a ranger or other park person. No, they will not ruin our good time, or change any of the fun and festivites, but they could ask to see our "lock box". I'm sure they would be quite surprised if it was empty.
Some people have expressed concern that they were not allowed to help in the planning of Slugfest. We attempted to get support, comments, and ideas from everyone regarding this years events. But only a few people showed interest in helping plan this event. We still need your thoughts and ideas, what we have so far is by no means perfect, even though we've contemplated every detail imaginable, so we are always open to suggestions and ideas. To those that have helped out with ideas, planning, monetary donations, food donations, or other types of donations, I know I'm speaking for everyone by saying thanking you. It's because of you that Slugfest is so successful.
One other comment I'd like to make is that I'm certainly NOT in charge of Slugfest, and if my comments have seemed that way, I appologize. I am merely a facilitator of information, and have done what I could to help plan this event to make it more enjoyable for everyone.

I would like to take the soapbox for a moment to address some of your concerns pertaining to the “house rules” or if you must, “policies”, for slugfest 2003. Specifically the policy regarding consumption of alcohol.
Group Camp Regulations #3 states: “Alcoholic beverages are prohibited without written authorization from the facility manager”.
To be honest, the now and apparent loathed “committee” thought that acquiring the needed written authorization would be as simple as asking for the form letter to sign. However, after a scheduled meeting with the camp managers is was revealed that permits for alcohol in group camps were not issued.
At that point, I entered into a discussion with the park managers about attaining one of these elusive permits. All the while, my thoughts were entirely on my own self-preservation knowing that the announcement of a Sangria-Free-Slugfest would ensure physical abuse, mental torment and excommunication from Slugcity as a reward for my gross negligence.
The park managers stated that all groups having alcohol in the past had experience problems. Some of the examples given were: drunk drivers, wrecks by drunk drivers, fatalities resulting from drunk driving, fighting in the camps, drunks wondering into other camps, drunk wondering into and fighting at other camps, people puking, property damage, empty alcohol containers being left throughout the camp (remembering that most activities in the summer are youth related) and on overall sense of greatly increased liability for all parties involved. I was told that in order to attain a permit for our activity we had to create a “policy” that would eliminate any potential of problems. I told them we would accept their challenge and submit a policy for their approval to which they responded: “Don’t hold your breath!”
So the now and apparent loathed “committee” went to work on what appeared to be an act of futility, drafting and submitting a policy that would eliminate any liability to ourselves and Cuivre River State Park officials. All in a form that would not eliminate our ability to have the best Slugfest ever.
Step one was to address the issue of drunk driving. Discussion with the park managers led to the conclusion that they were worried that someone would be drunk, get mad, get in their car and leave. How were we going to eliminate that variable? A simple solution seen on every MADD commercial since I was in High School: Take the drunk’s keys.
But wait, what happens when you try to take a mad drunk’s keys? Enter the possibility of a fight. Now, if you will recall the park managers’ concerns, fighting was of a main theme. As a result, we must eliminate the need to fight the mad drunk for keys. More complicated solution: take the sober person’s keys.
Ok, we have eliminated two of the primary concerns of the park managers: driving while drunk and fighting.
Now we address the rest of the issues.
Trash, especially the obviously alcohol type: serve in plastic cups, that way anything left looks like a plastic cup, not 312 individual beer cans and 48 bottles of Boone’s Farm.
Controlling the alcohol - who drinks and how much: by having the now and apparent loathed “committee” ‘provide’ the drinks and ‘distribute’ the drinks, the policy has the language to ensure that the alcohol will be consumed responsibly.
Finally, if any individual does not wish to cooperate with the alcohol or any other policy, the now and apparent loathed “committee” will institute the David Singleton Disciplinary Policy of duct taping the individual into their seat of a sober driver’s vehicle and returning them from whence they came or Troy, whichever is closer.
I know the alcohol policy is not ideal. But, I strongly feel that the any inconveniences will be outweighed by the benefits of the location for all to enjoy. Also, please consider the alternative: no alcohol, period!
In summary, Slugfest 2003 will be awesome! We have the largest crowd and the best location since its inception. If you feel that a few “house rules” will eliminate your potential of having a good time, please do not feel obligated to attend and stay home. You will be missed! However, the rest of us will enjoy a trouble free Slugfest 2003!

I would like to take another moment of your time to offer my opinion on another topic of malcontent: The Curfew!
Let me begin by stating that I am fully aware that all of us outgrew or began ignoring curfews a decade or more ago so it does sound childish.
However, I would like everyone to understand that many of you are not fully aware of many considerations by the now and apparent loathed “committee” in instituting these ‘house rules’.
The Curfew is just one of these examples. Please consider what I was told by our “Nazi” park managers pertaining to Memorial Day weekend.
The park rangers are granted the same authorities as a Missouri State Highway Patrol. (Pleas recall: The Alternate, summer 1992, Mr. Tim Daniels, friendly neighborhood Conservation Department Law Enforcement Official, Class A Misdemeanor, Littering -two Natural Light Beer Cans) They write real tickets that land in you in real jail, in real court, in real trouble.
The park rangers, like all law enforcement officials, are forced to work the entire holiday weekend. As a result, they are tired, pissed off and anxious to demonstrate their authority. This translates into them aggressively practicing their newest profiling techniques to catch the really bad guys out to destroy society, the drunk drivers.
The state park has a disproportionately high number of rangers per mile of roadway out and about on a slow day, so think of concentration of big brother over the holiday weekend.
Please consider that the park managers told me that they would be setting up sobriety checkpoints throughout the weekend. Although they did not disclose the time and locations, I would assume that they will not be at 7:00 AM and would tend to think they would be after dark, which is now after 8:00 PM. Add to this consideration that all of the parks other facilities close at 10:00 PM, anyone traveling through the park after that time is at a greatly increased risk of being inspected and selected for a night in Lincoln County’s finest Department of Corrections supplied housing.
Also consider that if anyone from Camp Slug is found to be driving under the influence, we will be in breach of our agreement with the Missouri State Park. This translates to the possible expulsion of any or all group members and revocation of any future usage of Missouri State Park facilities by any or all of the group members.
Finally, in the very likely event that someone is inspected by law enforcement, the now and apparent loathed “committee’s” “house rules” will have entirely eliminated any chance of that person being from Camp Slug.
